After Batman v. Superman, it was assumed that Lex Luthor would return in Justice League. However, reports suggest that Jesse Eisenberg’s villain has been significantly diminished in the upcoming film.
In a Hollywood Spotlight Justice League magazine, a brief quote claims that Superman’s nemesis was at least intended to be in the film originally, but it is unknown how large his role will in fact be:
“While Luthor was imprisoned at the end of [Batman v. Superman: Dawn of Justice], he’s back in Justice League, and will assuredly work alongside the movie’s primary villain, Steppenwolf.”
Obviously, the film has gone through several changes as Joss Whedon assumed control of the project. While it remains to be seen whether or not Eisenberg’s role has been diminished or cut in the final edit of the film, we don’t have long to wait before we find out before we see him presumably team up with baddie Steppenwolf.
Fueled by his restored faith in humanity and inspired by Superman’s selfless act, Bruce Wayne enlists the help of his newfound ally, Diana Prince, to face an even greater enemy. Together, Batman and Wonder Woman work quickly to find and recruit a team of metahumans to stand against this newly awakened threat. But despite the formation of this unprecedented league of heroes—Batman, Wonder Woman, Aquaman, Cyborg and The Flash—it may already be too late to save the planet from an assault of catastrophic proportions.

Justice League will be released in theaters on November 17, 2017.
