Although Gotham is set before Bruce Wayne officially becomes Batman, the FOX series has already featured appearances by a number of the Caped Crusader’s most popular villains. Since Gotham executive producers teased a potential appearance by Harley Quinn in the third season finale – which ultimately never occurred – fans have been wondering if the popular DC villain would ever be featured on the show. During an interview with Comic Book Resources, showrunner John Stephens confirmed that Harley Quinn will never make an appearance on Gotham.
Stephens definitively closed the door an a future appearance by Harley Quinn while discussing the upcoming fourth season:
“It’s not going to happen. Let’s put it out there. The discussions we’ve been having is – Look, we know Harley Quinn is never going to be on our show.”
Stephens added that Erin Richards’ Barbara Kean will continue to embody certain qualities attributed to Harley Quinn:
“[T]here are elements of that Harley Quinn personality that we have liked, that sense of fun and anarchy, that we said, ‘Well, we can actually have those qualities embodied in Barbara without actually having to do Harley herself. I think Erin Richards carried it off really well.”

Batman’s been on the big screen a handful of times, but he still has so many enemies who’ve never been in a movie. I love the Joker, but man-oh-man am I tired of seeing him. Batman’s got one of the most impressive, deep rogue galleries in all of comics, and I think it’s time more of them were given the love they deserve!
