The Rise of Skywalker Visual Dictionary explains how Emperor Palpatine was able to assemble as Star Destroyer fleet in the latest Star Wars film.

The final chapter of the main Star Wars saga saw the return of the sinister Emperor Palpatine, who sought to turn Rey to the dark side after it was revealed that she was his granddaughter and heir to the Empire. However, the decision to bring back Palpatine raised a lot of questions on which the creative team behind The Rise of Skywalker seemingly opted to avoid dwelling.

Perhaps the most perplexing question regarded the massive Star Destroyer fleet Palpatine had somehow assembled on the planet Exegol without being detected. Fortunately, The Rise of Skywalker Visual Dictionary reveals that the Palpatine received assistance from the mysterious hooded followers known as the Sith Eternal.

As the Star Wars book explains, the Sith Eternal arrived on Exegol to revive Palpatine through a combination of technology and the occult. There, the Sith Eternal were able to draft shipwrights, engineers, and slaves while using connections from their time as board members of Sienar-Jaemus and Kuat-Entralla shipyards to assemble a brand new fleet of Star Destroyers capable of destroying planets.
