According to Avengers: Infinity War co-director Joe Russo, Adam Warlock was never set to appear in the movie.

With Avengers: Infinity War loosely adapting the events of the Infinity Gauntlet comic, many fans were expecting a key player in that comic, Adam Warlock, to make an appearance. These theories were compounded when Adam Warlock was teased in the post-credits scene of Guardians of the Galaxy Vol. 2. However, according to director Joe Russo, he was never meant to appear in the film:

That’s a James Gunn thing — we never intended to put Adam Warlock in Infinity War. We have so many heroes we have to service that you guys love and give them screen-time…You want to see the hero and villain to have an emotional connection. You wouldn’t have a connection to him [Warlock] as he doesn’t have a connection with Thanos and a built-up story,”

While it is sad that Adam Warlock won’t be making an appearance, it is understandable. Avengers: Infinity War already had to introduce around six characters on top of the few dozens already in the Marvel movie. Just for clutter purposes, it was the smart move. It also gives Adam a chance to shine in the third Guardians of the Galaxy film.
